ICD-10-CM...LATER THAN SOONER? Although progress on ICD-10-CM (both ICD-10-CM for diseases and ICD-10-PCS) continues to move steadily forward, the process for evaluation and implementation by HIPAA & NCHVS has its own pace. The agencies involved in the development of ICD-10-CM (CMS & NCHS) are not in a position to give an estimate on any possible implementation date. Therefore, Channel Publishing has no choice but to put our ICD-10-CM videotape series and services (seminars, workshops) on hold until such time as there is significant ICD-10-CM progress with an imminent (Proposed Rule) implementation discussion. The latest revised draft of ICD-10-PCS is complete available on the CMS website. The latest revised draft of ICD-10-CM is complete and available on the NCHS website. NCHS is also planning on thorough discussions during future C&M meetings. Given all the relevant information and issues regarding ICD-10-CM and a possible implementation date, Channel Publishing believes that it can be no earlier than October 1, 2010, and quite possibly 2011 or even beyond. The NCHVS committee has submitted its recommendation for approval to the department of Health and Human Services. Upon approval, CMS will begin the Proposed and Final Rule process. In addition, the HIPAA process provides for a two-year implementation window after a Final Rule has been published in the Federal Register. Channel Publishing remains very excited about ICD-10-CM. Although ICD-10-CM will be a challenge to learn and master while maintaining mastery in ICD-9-CM, it will be a much better coding system for coders than ICD-9-CM. Channel Publishing certainly supports the careful, deliberate effort to make ICD-10-CM as good as it possibly can be prior to implementation. |
